Because HP and Hewlett Packard are different companies since 2015. Calculators are under the Label of HP since then. The CE was built by an HP licensee who has nothing to do with Hewlett Packard.
The Text "Hewlett Packard" was on some models only for a transitional period. You can find more details in Wikipedia.

It’s on the back, next to the battery cover. I guess the initial 02 stands for 2012. I am not sure whether more recent units have a serial number, though.

Yes, it’s just a sticker actually, not engraved on plastic like the classical Voyagers. My 12c Prestige has S/N 62932140, also a sticker.

After doing some research using -- of course -- only public sources, the over-simplified explanation seems to be that products and services from "Hewlett Packard Enterprise" are allowed to use the "Hewlett Packard" name, and that products from "HP, Inc" can use only the "HP" initials and logo. (Are there a few exceptions they secretly agreed to?)

For the curious, the split happened in 2015; HPE got the "enterprise class" business (servers and software and big ethernet switches and stuff), and HPI got the personal products business (end-user PCs, printers, calculators, and stuff).

I still have no idea whether HPE is allowed or prohibited from using the circular "HP" logo.

Actually the exact opposite. A clear example is calculators could, not could not. The HP 12C was specifically given as the sole public example of which HP Inc (HPI) products could still use the Hewlett-Packard name post-split with Hewlett Packard Enterprise (HPE). But now that agreement has expired and now no HP Inc (HPI) products can use the Hewlett-Packard name (with or without the hyphen; when HPE uses it they don't use the hyphen anymore).

Perhaps find a non working original and pop the CE innards into its case? Or maybe Moravia could consider to sell just the populated and tested pcb as an upgrade kit

I wouldn't say that. A collection documents not only the evolution of the products, but also the evolution of the manufacturer. And the latter also includes names, logos and corporate design in general. HP in 2023 is a completely different company than the HP that made the original 15C in 1992. Why should this not be visible on the calculator?

Actually, I've no idea at all, but it's not many; remaining employed at one company for > 40 years is quite rare, especially these last 40+ years. There are probably a very few, who likely spend most of their time wondering how the company they work for could change in every single way except the name...
