My HP 12c serial number is MY83907447. Does that indicate that the calculator was made in Malaysia in the 39th week of 1968?

No, 1960 + 83 = 2043

In this case, the 39th week of 1998. There is no absolute way to know from the device itself if the 8 means 88, 98, 2008, or 2018 etc. except if you happen to know that 12C's were only made in Malaysia in 1998, given those year choices.
