On the HP Prime Graphing Calculator, is there a way to plot piecemeal equations such as the one shown in the attachment below?

Yes, with the PIECEWISE function.
In Algebraic mode enter PIECEWISE(X<0,X+2,X≥0,1-X)
In Textbook mode just enter it as in your example.

Or use IFTE(X<0,X+2,1-X)

There's also a nifty template option on the third key from the left of the top row. You should recognise the temple from literature, it's the second from the right of the top row.
