I have it enabled, but it is acting as if it is not turned on. Any suggestions? Any flags to check?

Try clearing both flags -52 and -65. That allows stack levels to be more than one line high ("multiline"), without which textbook mode doesn't work.
Did that fix it?

Try clearing both flags -52 and -65. That allows stack levels to be more than one line high ("multiline"), without which textbook mode doesn't work.
