Is any device to be used between the HP71B, I presume via HP-IL, and this printer? (since it is only controlled via infrared)

You probably have already searched the forum and found this (a prototype IR interface from HP itself with schematic and assembler code from 1988): http://www.jeffcalc.hp41.eu/files/hp71_ir.pdf
Obviously it was never produced in series, but with modern components it might even fit in a front module slot instead of the card reader port.
Other than that I have not come across a working solution so far.
