There must be a language barrier somewhere as you do not seem able to understand that this has nothing to do with the actual operation of formatting a disk and everything to do with how you power the unit down before doing that.

shift+off is how you get into coma/low-power mode.

Coma mode is a deeper form of power down where *nothing* is powered at all whereas "off" keeps vital parts of the machine supplied (RAM mainly).

Splitting hairs, *some* bits of the machine still need power, even in coma mode. For example, the RTC still needs to keep time, and something needs to check at regular intervals whether the 'ON' button has been pressed.
