That's what I thought as well. Until I tried. ;-)

Hm - in my book, \(I_1(2, 3) = 1 = I_1(3, 2)\). If (!) the three parameters are entered in the right order (i.e. different from what the manual says), this is what you get:
1 [ENTER] 3 [ENTER] 2 [Iβ] returns 1.
1 [ENTER] 2 [ENTER] 3 [Iβ] also returns 1.
