You can remove the "perhaps", that's exactly the very reason for the lack of storage arithmetic in the HP-16C and the other examples mentioned (HP-29C, HP-67, etc). Also, the HP-15C has both one- and two-byte instructions so no lack of opcodes whatsoever, the number of possible opcodes vastly outnumbers the existing instructions by about two orders of magnitude.
