[VA] Please Help with Windows strange problem

If you go to the link that’s in J-F-Garnier’s reply (https://scottiestech.info/2016/02/07/fix...n-windows/)
and keep scrolling way down past all the self congratulatory posts about fixing it, you’ll finally come to posts talking about trying to find the reason(s) for this strange Windows behaviour and possible causes being syncing One Drive (and/or Dropbox). Looks like it’s been lurking around for at least 3 years affecting Windows 7/8 & 10.
There are a number of possible reasons given.
Perm any 3 from 7!
