The xxd program will do what you are looking for; it can create hex dumps of binary data, and also do the reverse:

$ xxd -r -p > foo.raw << EOF
(paste your hex data)
EOF

On Linux and MacOS, this is standard equipment; on Windows, you may need Cygwin, or build it from source.
