Very possibly. You need a good nicad battery pack in there to run the card ready even when it's plugged into the AC adapter. You also need good clean battery contacts.

This makes sense too. The nicad battery pack was either not fully charged or (despite being new) isn't good. Waiting between attempts allows the battery to "recover" a little from the pounding it takes during each run of the card reader. A good battery won't have the issue.
