Hi Albert,
can that then not be simplified to verifying whether

a = (1-q)*h (mod 3)

and if not equal q := q-1

works for

2300 = 57*40 + 20 ( 2 ^= (1-58)%3 * 20%3, so q-1)
and
-2300 = -58*40 + 20 (1 = ((1+58)%3 *20%3 )%3; so q=-58 is correct)
