I had these problems with some TIs. Try to perform the Send_OS operation from a working calculator, or reset the calculator to its original settings with the removal of all applications. It helped me out sometimes. I want to note that I have never had these problems with CASIO calculators (except for cases with bugs in the C.BASIC application). My StartUp application launched hidden programs from flash in TI200 and in TI-83plus_SE. It seems to me that the problem in your TIs is some unofficial ASM applications. But I`m not a programmer by profession, and I may be wrong.
