I agree with twdeckard's rationale and probably won't be able to articulate it better. From the historic archive perspective the actual software is invaluable for the reasons mentioned. Making it available to the public is of course NASA's prerogative but considering the non-mission criticality of the code and the now out-of-service shuttle "platform" it doesn't seem to be any more risk than with the already published papers, etc.
