It rather looks as if a little bit of corrosion has found it's way underneath the 4 and 5 keys. There are holes in the keyboard PCB close to those misbehaving keys. I would pour some drops of contact cleaner into these holes and press the keys repeatedly to see if it gets better. Alternatively, if you happen to have another calculator from this series (it does not have to be a 25, any "Woodstock" will do) you can swap the keybords to make sure that the fault stays with the keyboard and not with the calculator.
