Their avaibility depends on the model and its localization. Not all CW calculators have them, even among the higher-end models.

Indeed, the fx-83GT CW and fx-85GT CW have all four mathbox apps. Perhaps they took up too much ROM space needed for other stuff on the fx-991CW, or perhaps they want you to buy two calculators.
