How about: score = the number of distinct commands used.
In case of a tie, total length decides.
That would allow ON AND ON .. but it would only have a score of 2.

This answers it exactly; by 'limits', I meant e.g. you can only use a command once or twice, or...

To allow for richer replies, I'd probably allow some words (exactly like AND, OR) to be used perhaps 2 or 3 times, but indeed not unlimited, else clever guys like Bruce will, well... win with quite clever, but ultimately less interesting sentences.
