I ask this because if I choose "Agrupamento de dígit" = 123456,789 from the Home Settings, I get your Prime behavior. And this is not a problem with the Prime Language settings, it will happen in English as well. This looks like a "bug" to me, but maybe Tim can give some extra information here.
