The 95C apparently having more than 256 programmable operations has been nagging at me. I woke up in the middle of the night with a possible solution. The key observation is that it is exactly 256 plus 10, suggesting that something with a zero to nine operand is extraneous.

Hypothesis:
GTO 0-9 is encoded internally as JUMP <current program> 0-9
