No special access needed, just being a member allows you to throw all the user detail into a list and processes it as needed:

1) click on Member List at the top of every page
2) Click on Advanced Search at the bottom of the page
3) Select your sorting order and up to 500 (I think that's the max) results per page

You use the data as-is or copy-paste it into an editor for further processing.

Moderators can do this, but access is restricted so that regular users cannot access the member list.
