Two reasons:

• Analogy with SCI mode - for example, SCI 3 gives 4 significant figures
• So that SIG 0 displays something useful!
  

I fully accept that neither reason is entirely convincing, but it's what I chose to do when I wrote the original version of the code and Bit hasn't changed the way it works.
