A cell phone does not cost $50 a month. You can buy a low-end phone (or a used flagship from a few years ago) for well under $100 and then never activate it with cellular service. There's no monthly fee if you just want to use it on wifi. You can even make calls with services like Google Hangouts.

For example, I do this with my Galaxy S2. It works great as a web camera, and simpler apps run just fine on it, despite it being over 4 years old.
