Default time zone = GMT+10 ?

True, but how many forum members want to see the time on posts in UTC, I think only those that live in GMT+0, so everyone else would have to change it. I think that the goal of a default setting is to have the fewest members have to change it.

Actually, I think the goal should be to display a ''correct'' time for everyone.

The only way to achieve this in a forum with users from all time zones is to explicitly specify the displayed time base - if that would be GMT+8 for some odd reasons, so be it, but without that being displayed people will assume either their local time or UTC... Since guest users can't change their time zone settings, the only time to be displayed correctly even without specifying it, is UTC...
