I think that the goal of a default setting is to have the fewest members have to change it. The only way to achieve this in a forum with users from all time zones is to explicitly specify the displayed time base - if that would be GMT+8 for some odd reasons, so be it, but without that being displayed people will assume either their local time or UTC...
