Yes, this Nonpareil is a bit complicated to use, because it requires the GTK+ toolkit.
Have you installed this?
If not, then you can download it from the Nonpareil website:
http://nonpareil.brouhaha.com/download/
IIRC it needs a reboot after installation, but I don't know if this old GTK will still work in Win10.

An other possibility would be on this website:

They have several HP calculators (also the 11C) - these are simulators, not really emulators, but they look very nice, have additional features and should work like the original HP calculators.
The programs on this website are only shareware, but for an experienced hacker this is of course no problem ...
