I just checked some old firmware versions and found the following:

Revs 6975, 7820, and 8151 do NOT change TOff when an attempt is made to set it equal to 1. Its value remains the same as it was.

Revs 10024 and later DO reset it to the default, as you say above.

So somewhere between June 2015 and April 2016, it started resetting it to the default.
