Besides the Windows version, Defender also has its own set of engine and definition version numbers and updates. I'm still on Windows 10 version 1909 due to a version block on 2004, but the Defender versions have been updated to the versions listed below, which are the latest based on the MS documentation I can find. I'm not using Defender real-time protection since I have another antivirus, but I ran an on-demand scan on the Free42 v2.5.21 zip file using Defender, and it didn't complain.

Windows 10 Pro 1909
Antimalware Client 4.18.2009.7
Engine 1.1.17500.4
Antivirus 1.325.1582.0
Antispyware 1.325.1582.0

These version numbers can be found through Windows Security → Settings (in the lower left) → About (near the bottom). The user might need to at least update Defender through Windows update if he/she is still having problems.
