Regarding the HP50G, you could do
[ 10. 20. 30. ] 3. DIAG-->
DIAG--> is found in the Math/Matrix/Make menu
On a sidenote, when working with vectors, it may be tempting to use -->V3 (and -->V2) to build vectors, be aware it depends on the Rect/Cyl/Sphere mode.
