HP is a global company. While they may not have a strong presence in the classrooms in the US, they have a strong presence outside of the US (that's my understanding, anyway).

While Apple devices may be competing with HP hardware, there is no reason for them to not invest in giving their software a larger user base. People are going to buy (hardware) however they want. A small app isn't going to make any dent in their purchasing decisions. The current reason they don't exist is likely due to the lack of funding from bean counters.
