I couldn't find any reference to this way of writing being used or endorsed by any group or organization.
I have seen this convention to replace the decimal dot only in schematics and BOMs, and I always wondered were it originated. This Wikipedia article discusses its usage in conjunction with the currency symbol cifrão ("2$50")
