What about Plex? It's closed source, and wants you to create account, but you don't have to in order to stream local content locally. It does transcoding on the fly for any device with a client. That includes Android, iOS, MacOS, Windows and Linux. Roku has a Plex channel that works great. I don't know about raw VOB format, but it may be worth looking into.
