"Uses" of RNGs don't make those RNGs behave one way or another. RNGs are either able to produce 0.0 and/or 1.0, or they're not. And the code that uses those numbers should be written in a way that is correct when 0.0 or 1.0 occur, if it is possible for either or both of those extremes to occur. |
