Tim is suggesting not naming a text file with an .hpprgm suffix if it is not in fact such a file. An analogy would be to ask folks to not use a .pdf extension if their file is not an actual pdf file (and is just plain text). I don't think Tim is suggesting that no one publish .hpprgm files.
