"Side loading" is a term which simply means installing by any method other than from the Play Store / App Store. Different versions of Android have differing options to prevent/allow such installation so it's impossible to provide specific steps, but as you say this more than likely is required.

Of course I set the system up to allow sideloading thru all the meaningful mediating apps!
Otherwise the error message would have been a different one.
