Holding Symb before and after releasing the Reset button should always be able to recover the calculator, indeed. That is, unless one destroyed the area where the contents of BXCBOOT0.BIN are stored, triggering intentional bricking.

Yeah, there are several S3C241x/S3C244x-based kits around, but there's no way they have the same GPIO assignments as the Prime has, so they wouldn't fully help.
A computer-based emulator would help, I've gathered several relevant links on the TI-Planet hpwiki.
