SVD Only With Matrix of Full Rank?

This result looks quite good compared to the result from other programs such as SAS IML or SAS JMP.

Is 'svd2' above the replacement for the built-in SVD function or a stand-alone program? I don't see 'svd2' in the catalog on my HP Prime with the latest ROM.
