Hello, please unify NOT cmd with not cmd for CAS MODE

1: -2≤-1 returns TRUE

2: not(-2≤-1) returns 0 // must be FALSE

3: NOT(-2≤-1) returns FALSE

4: not(x<13) returns NOT(13>x) // must be x≥13

up NOT(13>x) returns x≥13
