"STATEMENT OF THE PROBLEM To collect, collate, and evaluate information on a representative sample of available hand calculators (“miniature programables") as they relate to navigation and to other maritime uses, and to present the results in a coherent paper for possible use by the U.S. Coast Guard. … … hand calculators are now, and will continue to be, widely used for navigation, seamanship, and many other maritime purposes, daily, by the working marine community, professional as well as amateur. On smaller vessels, these calculators are a major tool; on larger ones, they are an auxiliary."
