Can HPGCC3 be installed just using Windows - without using Linux/Ubuntu

These intructions are based on using Linux/Ubuntu. I've tried and to be honest just got in a mess.

Is it possible to install HPGCC3 just using Windows in a more modern and hopefully more simpler way

Any instructions/guidance on this would be much appriciated
