How to Edit My Buddy List

How do I edit my buddy list? I would like to add a new buddy. Apparently, I have done this in the past, but I don't remember how. Also, I'm restricted from viewing members. How do I get the restriction removed?

Visit Buddy/Ignore List in the "Miscellaneous" section of the User Control Panel.
