hp prime does not charge when turned off

when i plug a cable into hp prime it charged normally, but as soon as i turn it off, it stops charging. it has been happening ever since i bought it more than a year ago. i searched it online but could not find anything on this topic.

How do you know it's stopped charging?

Regular OFF, or deep-sleep? It won't charge during the latter, I believe.
