Yes, I've been able to successfully burn the HTI modules using the CMT programmer, many times (10?). But these modules seem to need a rather long amount of time to be properly erased (30 mins) so that could be the problem you had. I honestly never use the 'check if blank' procedure described in the manual, I just erase for a long time (maybe my EPROM eraser is weak?) and then burn following the CMT procedure.
