It looks like 04-01 CALENDAR FUNCTIONS from the Standard Pac to me.
Not sure why they put that SOVIET TYPE III NUCLEAR sticker on it, though.

I'll give the curator the benefit of the doubt and suggest that some resourceful seaman had recorded over the library card rather than wait for government procurement of a blank card.

It's unlikely that kind of label maker was available back when an HP-67 was in actual use. Back then, it was the embossed "Dymo" labels, typically in red, black or blue, with the raised letters being white. These proabably would not fit though the card insertion slots. I still have some of those label makers and label material, only used for special and vintage applications these days.

The old Dymo spools I have retain their coiled shape after embossing.
And the aged adhesive on the back often fails to keep the label attached to any surface as it is not strong enough to resist the curling of the plastic.

I use tape which is not too old, it still works fine. And new tape in lots of colors is still available, and it's not too expensive, for example see here:
