restart and CAS programs

restart deletes unwanted variables in CAS, which is great, and as it should be, but CAS programs won't run anymore from the command line (Home, CAS, and Program Catalog), except if the user opens and closes the program in the catalog first (from which, thankfully, they weren't deleted).

Is this a feature? Tell me yes . . .

Yes it is, until it is possible to create local CAS functions at container of a program.
