Still in Galizian, not Spanish. You'd need a Galizian-speaking translator.

It sounded so close to Portuguese to me, that I pasted some text into Google Translate, and it detected it as Portuguese. I am not neither a Galician, nor a Portuguese speaker to come to a conclusion.

I also went by GOOGLE TRANSLATE, my results - according to google -

main thing is there any interest in a 'minor' but correct translation of content? Any volunteers?

That precise text ("Programas para Cálculos Hidrométricos") in your attached image is in Spanish.

The remaining 130+ pages of text are not, I think they're in Galizian, that indeed resembles Portuguese a lot but it's not, there are differences which might be important in a technical document (or not).

Not being either a Galizian- or Portuguese-speaker I can't tell (though I can read and mostly understand both if written or spoken).

Nothing more to add for this subject, wish you luck in finding an adequate translator.

I am afraid the document's tittle "Programas para cálculos hidrométricos" is written with the very same wording either in Galizian, in Portuguese... or in Spanish. It isn't a rare situation, since they are romance languages that grew up literally together in the Iberian peninsula.

THE FIRST CLUE: the first pages mention local authorities that have nothing to do with Galizian region, in Spain.
THE SECOND CLUE: the main editor's name... he has a 100% Portuguese name, he is not Galizian at all.
THE THIRD CLUE: São Paulo, Brazil, is mentioned.

So my guess, once again... Portuguese. AFAIK, there are some differences between Brazilian Portuguese and "European" Portuguese, but those should be minor in technical documents, I guess.
I can't properly speak Portuguese, but I travel to Portugal on a regular basis due to my work, and I start mixing some Portuguese vocabulary with my Español (Spanish)... ending up in what is colloquially called "Portuñol" >D
