I'm not sure, but I suspect it is more a chip problem internal to the hybrid, especially since normal key programming has issues as well as the card read/write. All other functions seem to work so the internal timing etc and associated connections would seem ok.

An internal connection issue maybe the cause of the broken WB signal but this maybe a symptom rather than the root of the problem. Any sort of surgery to the hybrid internals would be highly problematic and maybe impossible even with specialist equipment.
