SHARP PC-1500A with 12K Memory?

Hello all

I just got a PC-1500A with a CE-161.(SN:5A00571D)
I check the memory by the command "NEW0" then "MEM" & ENTER,

it returned "12090" on the screen.
when installed the CE-161,
it returned "28474" on the screen.

Does anyone knows why this 1500A has 12K RAM?
I checked the web, but I can not get any information on this.
